For some the detail's all there, for others the rally organisers will add more later. This means you can 'sign-up' for these events. Just click on the event for more information and press the 'sign-up' button.

Signing up doesn't commit you but it helps the rally organiser by creating an email list that they can use to send out further information, and it's useful for skippers and crew by alerting them to who might be interested in a particular rally.
